Extended producer responsibility (EPR) means that producers are responsible for the waste management of the products they place on the market. This includes both financial and organisational responsibilities during the waste phase.

Any manufacturer, importer or distributor who, irrespective of the selling technique, either:

– are established in a Member State and manufacture textile products under their own name or trademark, or have them designed or manufactured and supply them for the first time under their own name or trademark within the territory of that Member State;

– are established in a Member State and resell within the territory of that Member State, under their own name or trademark, textile products manufactured by other producers referred to in point (a), on which the name, brand or trademark of the manufacturer does not appear;

– are established in a Member State and supply for the first time in that Member State textile products from another Member State or from a third country;

– sell textile products by means of distance communication directly to end-users in a Member State and are established in another Member State or in a third country.

The rules apply to producers who bring new clothing, home textiles, or shoes to the market of the country where the law has been enforced. This includes manufacturers, importers, and foreign suppliers. It doesn’t matter how or to whom the textiles are sold first, whether it’s a store, business, or consumer.
