Extended Producer Responsibility (EPR) means that producers are responsible for managing the waste from products they place on the market. This encompasses both financial and organizational responsibilities during the waste phase.
Any manufacturer, importer, or distributor who, regardless of the sales technique:
– is established in a Member State and manufactures textile products under their name or brand, or has them designed or manufactured and places them on the market of that State for the first time under their name or brand;
– is established in a Member State and resells in that State, under their name or brand, textile products manufactured by other producers (as per the previous point) without the manufacturer’s name or brand appearing;
– is established in a Member State and supplies textile products from another Member State or a third country for the first time in that State;
– sells textile products directly to end-users in a Member State via distance selling and is established in another Member State or a third country.
Producers who place new garments, household textiles, or footwear on the market in the country where the law applies. This includes manufacturers, importers, and foreign suppliers. It is irrelevant how or to whom they are initially sold (store, business, or consumer).
