Landbell USA has been selected by California’s Department of Resources Recycling and Recovery (CalRecycle) to act as the Producer Responsibility Organisation (PRO) responsible for implementing the Responsible Textile Recovery Act of 2024 (SB 707).

This groundbreaking legislation establishes the first comprehensive framework in the United States for the collection, repair, reuse, and recycling of textile products. Its primary objective is to reduce textile waste generation and accelerate the transition towards a circular economy for the textile sector.

With this designation, CalRecycle has entrusted Landbell USA, a 501(c)(3) non-profit organisation, with developing and implementing the Extended Producer Responsibility (EPR) system across the state of California.

Advancing Circularity and Textile EPR in the USA

As the designated PRO, Landbell USA will be responsible for coordinating the management of the EPR system for textile products covered by the legislation and placed on the California market.

One of its key responsibilities will be the development of a Producer Responsibility Plan aimed at reducing textile waste and extending product lifespans. To achieve these objectives, several industry-wide initiatives will be introduced, including:

• Consumer education and awareness programmes.
• Investment in local repair infrastructure.
• Active promotion of textile product reuse.
• Improvements to separate collection and recycling systems.

Key Deadlines Under the Textile Waste Legislation

In accordance with the requirements established in the California Public Resources Code, Landbell USA will immediately begin several key activities.

First, it will conduct an assessment of the existing infrastructure for textile waste collection and management across California. The objective is to identify urgent needs and opportunities for improvement throughout the state.

In addition, important compliance deadlines have already been established. Producers of textile products falling within the scope of the legislation must register with the PRO before 1 July 2026 to ensure full compliance with the obligations set out in the law.

Governance, Transparency and the Support of Landbell Group

Landbell USA’s activities will be overseen by a representative board of directors comprising producers of different sizes and categories from across the fashion and textile industry.

The organisation will also conduct annual financial audits and submit regular reports to CalRecycle to ensure transparency and monitor progress towards the programme’s recycling and recovery objectives.

A Global Textile EPR Initiative

This designation further strengthens Landbell Group’s international textile programme.
